Trying to tell me this footing and deck leg is OK?

I went to inspect the latest work on my remodel and found that this corner of my deck is WAY off center on the footing and the concrete has chipped. The builder is telling me that it is "fine" structurally and they will build an apron to hide it all around the deck.

Just feels like shoddy work to me and the fact that they (framers) didn't measure to hit the center of the footing is irritating to me. The concrete guys should have finished the top of the footing too, as I understand it (smooth).

The engineer may indeed look at it and say it's fine, but trying to decide how big a deal I should make this. Shall I press the issue? It'll obviously be a LOT of work to fix and the builder is trying to give me the "no big deal" pitch. This is a big project overall (>$500K) and little stuff like this is starting to really p**s me off.
