What spaces in a finished basement are considered a habitable room?

I'm looking at the code requirement for natural ventilation. It specially call out "each habitable room".

Habitable room is defined below as anything used for sleeping, living and dining but excludes enclosed spaces like kitchens, bathroom, etc.

Basement is called out as a distinct space vs habitable room so wondering if basement, even though finished, is even consider a habitable room. Its a stretch I know.

My next question is what is defined as enclosed? For example a hallway doesn't necessarily have a door only two walls leading to another room. Couldn't a room leading to another room simply be an enclosed space?

Bottom line I'm trying figure out if rec room, craft room, gym and wet bar would be considered "habitable rooms" Why because I don't want a fan dumping -26 cold into my basement as I don't have enough windows.

I plan to call the inspector on Monday to get his feedback but curious on any insight you could offer.

(a) Natural ventilation.

1. Natural ventilation shall be provided to each habitable room by means of openable doors, skylights or windows. The net area of the openable doors, skylights or windows shall be at least 3.5% of the net floor area of the room, except as provided in subd. 2. Balanced mechanical ventilation may be provided in lieu of openable exterior doors, skylights or windows provided the system is capable of providing at least one air change per hour of fresh outside air while the room is occupied. Infiltration may not be considered as make-up air for balancing purposes.

“Common use area" means kitchens, hallways, basements, garages and all habitable rooms.

“Habitable room" means any room used for sleeping, living or dining purposes, excluding such enclosed places as kitchens, closets, pantries, bath or toilet rooms, hallways, laundries, storage spaces, utility rooms, and similar spaces.
