What kind of beetle? And how do I get rid of them?

Hi all,

I just moved into a new house in Coastal Massachusetts and I noticed that, at night, many of the flowers in my garden and on my neighbors' gardens have these brown beetles just resting on them. They don't SEEM to be eating the plant, rather just sitting on either the petals or the stamens of flowers. I've heard some nasty stories about beetle infestations so I'm worried if i should take action immediately. They seem to be all over the place.

Thankfully, I haven't planted anything yet. We literally just moved in, but I was planning on planting some climbing roses VERY soon, and I know roses are a favorite food of some of these pest beetles.

Here's a photo of said beetles:

I've also seen them under the soil when I dug up a bush. I'm thinking of setting up one of those beetle pheromone traps while also doing a nematode application to my lawn (right before we expect many days of rain).

What do you all think? Friend or foe? And if I need to get rid of them, does a pheromone trap + nematode application sound good?
