Out here we mostly see K. paniculata this far north, with the other species being a feature of California plantings. That said a very small number of K. bipinnata are present in Seattle also.

i would properly prune out that branch that looks like it is on or very near to the fence ... and rub out those low sprouts with your thumb .. if you still can ... if not.. snip snip ken

The many tall tree-like ones I have seen here have all been leaning markedly or have had other things about their appearance/condition that did not make them come across as fully committed, bona fide trees. I like this species much better hard pruned in spring to remain short and bushy. And without the flowers concentrated mostly in the upper sections of long, straight stems that branch comparatively infrequently.

"Why do you say it’s a dogwood? " LOL!! Cuz it is :-) Difficult to mistake a dogwood for something else. There are multiple kinds of flowering dogwoods and countless hybrids........and they don't all bloom at the same time. Magnolias have more than 4 petals and the center structure of the flower is very different from what shows in the photo.
