Carrots won't grow

Need advice..... I made a beautiful raised bed with nice fluffy potting soil, planted 5 rows of carrots. They all germinated great. But the problem is they won't grow any more than 1/4 inch high. They've been that big for almost a month now. I know raised beds dry out a lot faster. I've been watering every other day. Why won't they grow? Is it just lack of water?
I did go out today and soak them the laid a layer of grass clippings over the bed to retain moisture. I hope this doesn't smother the tiny tops that are there. I don't know what else to do.
Advice?
