Roses are not budding on 1/2 my bushes yet!

I have 12 rosebushes. They are all green and healthy looking, but I'm only seeing buds on about 6 of my bushes. Is this normal? I don't know why I forget from year to year. I know it has been a chillier, rainier Spring in Milwaukee, WI than normal. Yet roses hate the hot & don't do well in the hot. Anyone? Thanks in advance!

Do you have any pics of the growth? I think many in Z5 are just now getting buds and flowers.

Not right now, but they are all healthy & green. Some have lots of buds already. I just hope the "culprits" that ate buds off my one red bush last 2 seasons aren't deciding to go down the row. Never had this problem in the 26 1/2 years I've had roses--other than the last 2 seasons.

Right, don't fertilize until they have recovered and have put out plenty of leaves. Bloom Buster is the wrong kind of fertilizer--regular Miracle Gro or Miracle Gro for Roses is fine, or any reasonably balanced fertilizer such as 10-10-10 or 18-6-12. Watering correctly is the most important thing. Keep a 2" mulch of leaves or bark around the roses. When the soil under the mulch feels dry-ish, water thoroughly with 2-3 gallons for small plants or 5 gallons for larger, plus or minus for extremely hot or very mild, cloudy weather. Usually once a week is fine. For new plants, I divide the ration in half and water twice a week.

Thanks for replies, guys. Buford, I did see teensy tiny buds on the new ones I got. Only one of my new ones has any left. Also, spring came right about normal here, much to my joy... no more winter! Jacqueline, usually I've got teeny weeny buds by this time of year. My roses always put out the buds at the same time as the new growth. April is rose month here, so consider they have to have time to develop and mature before April. I've had roses for over 20 years now, and wouldn't be asking this question if this was out of the ordinary! I've definitely got patience, trust me. Three acres of garden takes quite a lot of it lol. Seil, would every rose put out nothing but blind shoots? There has been a lot of cloud cover and rain lately. I will give a couple more weeks to see if they do anything else on their own then go ahead and do the short clip. Brittie, that makes me feel better as you are very near me in La Porte. Yeah that sounds like a good idea Sheila...I never thought of something like that? How do those work exactly? And Seil I didn't plant in cardboard as in 'packaging the Rose came in' I mean I had moving style boxes I broke down and then I wet them down really good to put under mulch along the slope to deter weeds. I made sure to leave about 5" or so around each plant bare with a little mulch. I did however leave the soil on it when I planted, I didn't try to make bareroot? You think that could've caused it? I just want to know how to save these ...also it rained last night...not sure how hard because it ended at least an hour or two before I woke up so when I stuck finger in soil down so deep that I had no finger left! It felt pretty moist all the way down...but idk how much rain feel so idk if that could happen from the rain we just had overnight? And today has been overcast with next to no sun all day..so sun wasn't out to dry it out.

Most roses do well in the heat, and some are heat lovers like Evelyn and Angel Face. Love Song likes it hot, here, too. There are others. Diane

I'm just starting to get buds on most of my roses. Some of the plants may not even bloom for another few weeks because the buds are very small still. The cold weather has stalled everything. My peony still has not bloomed. My lilac just started blooming this week. So I would blame it on the weather. We had 3 days of sunshine and some warmth and my roses have grown 6 inches in four days.
