Best way to build a cinder block retaining wall next to privacy fence

I have a brand new privacy fence around my yard and I'm trying to start a new project in a sloped corner of my yard. I know that I'll need to fill the slope to level the ground out, so I was thinking of building a cinder block wall to support the fill dirt and not cause rot on the fence. However, do I need to build directly next to the fence or leave a gap? And if I leave a gap, should I just leave it empty? Or somehow fill it with gravel? In hindsight, I wish I had the builders just put the cinder blocks down and build the fence on top in that area, but what's done is done and since it's new, I don't want to tear it down... Thoughts?
