Nope, not going to work. You'll have to settle for just blinds or shades. Can't tell from your pic, but hope you have room for inside mount, because you don't have any room for outside mount either.

Ikea makes a curtain track that can be ceiling mounted and mounted on brackets. But it is a simple white track, not a decorative element as in your inspiration photo.

I used a tension rod on the inside of my basement window.....put a lace valance on the one in the bathroom and it looks okay. Do you have room for an inside tension rod? You could put short curtains like your inspiration idea on you window.

If there isn't any depth to the window to do inside mounted blinds, you can do an outside mounted blind that comes a little over 1'' past each side of the opening so the brackets can be mounted just past the opening. Mount it so the right bracket is right at the drop down. The blind will run close to flush across the top and if it has a nice valance over the top of it with returns, it will look like a finished piece.

I don't know if this will work for you but there was a product on Shark Tank that I am considering getting for our basement slider which just doesn' t have proper clearance with the ceiling.

You have too many obstructions to make drapes work (the ledge and the drop ceiling). I would do fabric shades on just the window area.
