Zone 9 - How can I fill in harsh stone-lined front garden beds?

I had to take a lot out of an old, overcrowded two-tier front garden bed. It’s looking pretty sad and sparse right now.

How would you fill this in? What would look good with this tan stone?

I was thinking more white, green, or silver tones with some red/pink or purple to mirror the house or the big jacaranda tree to the left of the frame. Like a couple more white roses on the back tier with something like red roses, bougainvillea, lavender, mondo grass, pink sedum, feather grass, or nepeta in front.

We have lavender, bee balm, yellow daisies, yellow bulbine, and blue salvia in the back yard, FYI.

I often find succulents harsh looking, but we live in zone 9a (equiv Tucson), which is good for them. The thing is the rest of the “yard” is a bricked-over, very harsh parking area, so I’m looking for some fun and softness. (Yes the porch roof sucks and needs repair.)

Currently in these beds are a rosemary bush, an iceberg rose, a jade plant, some crassulas, an aloe (doing well!), and blue agapanthus which were way overcrowded and have just been divided.

Help! I don’t have the budget to change the stone look.
