primer and paint question to hide a previous blemish

im painting this bedroom and noticed sections that were splotches of runs i thought. i tried sanding one and realized theres a problem, then i noticed its all throughout the room.

My best guess is someone let a child put their hand in wet paint and slap it on the wall and let it dry that way. Making a thick handprint type glob of raised large paint run. As i sanded, the high points show in different children's colors: red, blue, green, yellow.


So i took an orbital sander and knocked down the runs and high points.

but now the question is if I primer it will kilz hide primer then paint will it flash?

now the sanded parts are smooth while the rest is still an over painted orange peel texture.


please dont tell me i have to sand all the walls smooth, because that is a lot of sanding with a small orbital, but i do want it to look right and it needed to be fixed.


Whats my next move expert painters?
