The late recovery is very normal. Usually June is the time when trachys start growing new spears if they lost them. My trachycarpus all did very well this past winter, so their new spears have been growing since April, but if they suffered from more damage, then they would also be growing a bit later. They still have a ton of time to recover (probably right up to November!) so expect lots of new fronds very soon! Good luck! -Alex

I think it might be getting overwated. Dont water it for about a week and see what happens. And cut off all the yellow fronds so that way you can see if the yellow is spreading or if its just those fronds that decided to go. Sometimes palms drop a few fronds when their roots are disturbed and most of the time, they recover perfectly (and the newest leaves look very healthy on yours so far.) Keep us updated! -Alex

Try giving the spear leaf(newest folded leaf)a gentle tug,if it pulls out you need to apply some fungicide into the hole where it pulled and pray because if what your discribing is that the spear is not moving and the other leaves(fronds,stems of the leaves)are drooping it may be because the center is dead or nearly dead,I would say if the spear pulls and the other leaves are already drooping you need to cut across the trunk and see if there is any living tissue,if you find some and the outer edges are not rotted you will need to apply fungicide and pray that a new spear begins to rise up.Is this palm planted outside?,if so what zone are you in?If it is outside and you have spear pull and are in zone 7b or less you may want to consider bringing it inside for the winter to help it recover but try the above steps first,if there is no spear pull,is it possible that your under watering it?how about a picture?

If it stopped growing for months, I'd be very concerned about rot, either root rot, which you can't do anything about once it has started, and bud rot. Bud rot is when too much water accumulates in the crown (very top of the trunk where the new growth comes out) and the newest growth starts to rot. Bud rot CAN be cured in windmill palms if you pour some hydrogen peroxide into the crown cavity. You can use the peroxide treatment as a preventative measure. Whenever my palms stop growing for months, they have had rot.
