Cracks in the stucco outside and drywall paint damage on the inside

Outside paint started showing cracks so we used Texture Coat. It also began cracking and pealing away. I suspect moisture, but there is no water source on this side of the house. Before I paint or stucco again, I am seeking advise. Does anyone have an idea as to what is causing this problem? Any solutions would also be appreciated. 1962 slab and frame Southern California tract home.

We have scrapped away much of the Tex Coat



Damage starts to appear in vertical lines 18" apart


The prior homeowner had poured concrete right up to the wall. I don't know if the house may have had a weep screed that is now covered in concrete. (pardon the mess on the concrete, we just had winds blowing junk around)


The damage on the inside of that wall also seems to be on an 18" spread.

The interior finish is drywall with eggshell skim coat and 50 years of paint.
