Any concrete experts? Should I believe my contractor?

We had our front steps completely rebuilt by a reputable contractor. The stringers rest on a new concrete slab. The bottom concrete step (which is the extension of the slab) is 1 inch to low and 1 inch to narrow. So rise to first wooden step is too steep and dangerous. Contractor knows it needs to be fixed. His solution is to pour a concrete shelll over the bottom concrete step and anchor it with rods. Is this durable? Will it hold up for the life of the steps? Also, an architect friend suggested we put one inch stone slab on top of the concrete step. This would solve the height but there would be a one inch overhang. Again, is this durable? Our major question at this point is not the aesthetics but will the solution proposed by contractor be durable. It was an expensive project and now is going to be patched together.
