Local SIM card when overseas

Those of you who have been traveling overseas, do you pick up a local SIM card at the airport and use in your phone? I'm assuming that when my SIM card comes out and the local one goes in, it comes with a phone number that I use locally? What happens then when people call me on my US number?

I'm going to Thailand, and my carrier - Mint Mobile - offers to sell an international roaming balance in $5.00 increments. Its international rates are: $0.05 outgoing text, incoming free; $0.25 per minute for voice calls, $0.20 mb flat rate for data. So that would cost me probably $1.00 per day for the spam calls
