What to do about a very leggy azalea

I have discovered several azaleas that were apparently planted around under a norway spruce tree many years ago, which now barely peek out from the edge of the ground sweeping spruce branches. I would like to transplant the azaleas, but they are now three foot trunks with a fringe of leafed out growth at the ends. If I move them to an open area will the trunks fill out with new growth or are they destined to be forever misshapen? They appear to be low, almost prostrate azaleas but it could be due to the conditions to which they've been subjected. Thank you for your advice!
