Basement insulation question

Looking into finishing an unfinished basement in Massachusetts. Looks like building code says R15/19 for basement walls. I've been looking at the rigid foam insulation, but the R value isn't that high, and they are getting quite thick and thinking about losing room space with building walls. What is the best way to deal with this...install a 1" for minimal R value but used also as vapor barrior and then fill between studs with additional fiberglass insultaion, or go as thick as we can with the rigid foam and then use lower R value Fiberglass?
