New Deck, water drainage

After 2.5 years, we're finally in the final stretch of renovations. We love our new deck, but are trying to figure out how to manage that space in front of it. For now, if it rains, it's a mud pit. There's an orange tree just to the right.


What would work best for ground cover there? I'd love to just have grass with a footpath, but grass has never really grown there and we do live in a drought area. Hardscape? if so, what type that wouldn't feel like it's blasting heat? (We're in South Texas....)

Then, to the left of that deck, we have a drainage issue. In the second photo, you can sort of see the roof overhang from the first floor, then there's the second floor roof. That first floor roof gets the vast majority of the rain water from the entire side of the house, so a lot comes down. We intended to create a downspout, but one rain barrel is not sufficient to catch it all in one storm. The result is that the whole stretch on the side of the house turns into a mini-pond. Not to mention some seepage under the foundation (pier and beam). Thoughts on what could work here?
