Windows 10 - and the (rain) Cloud

How can I get Windows 10 to stop trying to save every last thing to my Cloud?

One of my hobbies is photography. This means, as I upload my photos to the computer, it auto-copies everything to the Cloud. This also means I've run out of space in the Cloud, and they want me to "upgrade" to more storage (that I'd have to pay for). I get this notice every time I try to download more photos from my camera, and every time I write a Word document, or do just about anything that requires saving something. It also means I can't put something on my Desktop that I'd want there.

Yep, I've gone and deleted a bundle of photos from the Cloud, but nothing seems to change. Does the Cloud suddenly suck up photos that there weren't space for prior to my making space?

I understand the Cloud can be useful... but *I* want to decide what to upload to it, not for it to decide the blurry bird photos where they flapped away too fast are things I want to save for Cloud prosterity.
