Apricot Drift - 'Excellent Disease Resistance' - Oh, Really?!?!

Bought this rose last year potted. Supposed to be zone 4 hardy with excellent disease resistance. It looked pretty in the store and sounded great. This is the first rose you see when you open the gate to go to the back garden. Ughhh! Covered in black spot and something else. Took the picture two days ago and looks even worse now. Did the same thing last year. Then died down to the ground in winter despite being mulched. Early flowers were reasonable but still looked like small marigolds. I don't consider one button flower 'repeating'. This rose has been fertilized twice, once in late April after the snow and 20F temps stopped with fish/kelp. Then a month later with Rosetone. Water is not an issue with it having rained steadily for two months, but I did water it once when we had the four days of 100F temps. I have no faith in any claims of disease resistance on most roses grown in this area!

This is what it is supposed to look like
