I can’t think of much of anything native or not that will survive in a hanging basket in zone 5 unless you plan to overwinter it in an enclosed porch or greenhouse that will keep it from freezing but have bright light levels. The problem is that with the small soil mass in a hanging basket, it will spend the coldest part of the winter as a solidly frozen block, and the remainder of the nongrowing season alternating freeze-thaw, and this combination of conditions is something that few plants will tolerate. I have tried a bunch of different plants in large planters, and even with the additional soil mass of a container the size of a half barrel, the only thing I have tried that has survived is ribbon grass which is nice since it is too invasive for me to want it loose in the garden. For winter interest I cut evergreens and berried or colorful branches and stick them into the container before it has frozen.

The reason conditions aren’t as harsh with plants in the ground is that the ground is a huge soil mass and so takes a long time to cool down and warm up, and often is is insulated from cold air by mulch or low plants or snow, all of which will keep it from freezing too deeply most of the time, and also tend to reduce freeze-thaw cycles.

if you would be interested in seasonal natives, I will think to see whether I can think of any that might work for a hanging basket or if you want to plant, though usually plants in baskets are either long-blooming such as annuals or foliage plants such as vinca or Boston fern. Most natives are either ephemeral woodland plants or too large for a hanging basket or have a relatively short period of interest.
