Hydrangea tried to come back but failed

I have (well, had) 2 Penny Mac Hydrangeas in front of my house. Last year they went dormant like usual. Then mid to late spring they started coming back, but one was doing obviously better than the other. The weak one didn't get more than a quarter size of leaf growth on it, and eventually I saw that missing. I assume it died. The one that made it is doing better than I think it has ever done (6 blooms - a lot for me). I'm just wondering why the one died and the other didn't. Just couldn't handle the winter? Incorrectly pruned? (Though did a similar thorough pruning on both plants - maybe the other just got lucky?) Animal eat the roots?

This picture shows as much green as it ever got
