Can I paint over a perviously painted concrete floor?

I have two interior rooms with concrete floors. One floor has been previously painted , the other has not and is just gray dirty concrete. The floors were put down about 50 years ago. They do not get much foot traffic. It is a one-man working artist studio. Is there a way I can paint these without using epoxy paint? What would be the best cleaner for each in preparation?

Behr makes a one part epoxy paint.

If using the Behr One Part Epoxy on the bare concrete, be sure to use their bonding agent first. The One Part epoxy will stick directly to an existing sound finish. Make sure it is clean and dull it down if it is a high gloss enamel.

Look up the manufacturer websites of floor leveling compound and see what the instructions have to say about painted concrete? My guess is that paint would inhibit bonding but someone may make a specialty product. It might make sense to level the floor now and then paint over that.

Scrape as much of the cut-back as you can. Then brush on a latex primer, that will make the SLC adhere.

Or the cheapest solution of all: ignore the unevenness, drop down a vapour barrier such as 6mil poly sheeting and then lay the vinyl. Since your budget is so tight that $100 worth of testing is pushing to the brink, you might as well purchase the cheapest vinyl product and lose the warranty (as in ignore the flatness ratings). Put down the vinyl and hope for the best. No. I'm not kidding. Simply install the vinyl to the best of your capabilities (use the vapour barrier for $0.11/sf includes the Red Duct Tape you need) and leave it be what it is. You will spend more time and energy (and money) trying to figure out the work around when there really isn't one. You either spend money on the test or you spend money on the subfloor system like a sleeper system (more than $100) or a DIY option like Dricor (really not $100!!!). Or you ignore everything and lay the floor over what you have. Those are your options.

Usually the only concern is adhesion of one paint to another. Like all projects, the PREPARATION is KEY. If you miss a step you will get bubbling and peeling. The same is true for the old exposed concrete.

You will have to find out what type of cleaners have been used and how to get rid of them (known as contamination) without removing the existing paint (ahhhh....there in lies the rub).

I would start with a test patch over BOTH surfaces. Clean-up/prepare a 2ft x 2ft section of concrete over both concrete slabs. Do ALL the techniques you NEED to do to get this stuff clean (sweep, mop, dry-vac, mop, dry-vac, mop, dry-vac, etc) until you feel the section is as clean as possible.

Then use a primer/bonding agent over that area (regardless of the surface) and then use the epoxy paint. Wait for 2-4 weeks (yes....WEEKS) to see if there are any issues.

Is this a suspended slab (like a 5th story apartment) or is the ground level?

You need to add some non-skid to the mix. They sell pumice for this. Without non-skid additive the floor will very slippery when wet.

Unless wetting of the floor is anticipated, the urethane will be no more slippery than other type glossy floor finishes. Any floor is more slippery when wet. Adding grit will be regretted every time it is necessary to scrub and mop the floor. It will tear apart sponge mops and squeegees.
