What is snipping my rosebuds & starting to open roses from the bush?

This started happening on a new rosebush Pretty Lady??? (lost the tag). It is not a dark pink, but a vibrant smelling red rose with lots of petals. Anyway, some creature has been snipping off the buds as fast as the buds start. They don't eat it, just snip it off. This particular bush does not have a lot of thorns, maybe make it easier "access" because of that? I planted that bush last Summer (end of summer). Then the other day I noticed the first opening bud on my thorny, beautiful Dick Clark. One minute it was starting to open on the bush, next minute it is snipped off laying by the bush. I have grown roses for over 25 years. Just noticed this happening for the first time last Summer. We've always had rabbits, chippies & squirrels in our yard with no issues. HELP. I don't want to use any kind of poison, but what could I use that would deter any creatures, not hurt my roses? Thanks.
