I'm not sure whether my fish emulsion is ready yet.

Hello,

This is my first time trying to make my own fish emulsion, using fish scraps collected from a local grocery store that fillets their own fish, I've followed the instructions on several fish-emulsion guides online, and have had the bucket for a month. I make the emulsion in a 5 gallon white bucket with 50% fish scraps, and 50% leaves filled with water up to 2 inches below the top. When I stir the emulsion every day, I notice that the emulsion is a light brown non-viscous liquid, unlike commercial emulsions I've seen and what guides online say. Do you think that this emulsion is ready? Am I doing doing anything wrong? How would I dilute this batch of emulsion?
