You have two totally different types of seeds because one is a palm and one is a cycad. If I had to guess, I'd say it is too late for both types. I can't tell the difference in palm seeds on viability, but I can tell about cycads. Since the seeds have not been kept moist or protected in any way, I'd just give them the float test. Throw them in a bucket of water and see if any float, which most likely, all or most all of them will. You have a chance with any that sink. If you have a lot of the sago seeds, you can cut one in half, along the natural seems of the seed and look to see how bad off they are. If you have lots of them, cutting a couple gives you a real good idea of what you are dealing with.

If the frond is on the lower end of the trunk it is natural for them to turn yellow then eventually brown. This is how the plant conserves energy for making new fronds. If the yellowing is occuring toward the apical end where new growth appears you are probably have a lack of nutrients. Sagos are pretty heavy feeders and actually like quite a bit of nitrogen in their fertilizers. There is quit a few good sites that pop up on a google search that give detailed care and feeding instructions. If you are in zone 8 a sago should survive outdoors most of the year. It would probably be happier outdoors. I bring mine in once temps drop near freezing. Good luck!

Angel, it's not unnormal for sago's to yellow/brown on the outside fronds so they can use that energy for new fronds. Once they turn brown (wait until then) just lop them off. It's important to wait for them to turn brown as the plant is withdrawing the chlorophyll etc back into itself so you don't want to take that away by cutting the frond off too soon. If the insides were yellowing, I'd be more concerned with it needing nutrients. You may have too much standing water and with all the rain we've had in SA, they don't need to be watered right now. They prefer it more dry than soggy. I use blood meal in spring and fish emulsion in fall when I fertilize. I also add a touch of epsom salt. I also add some sand each time so it can work its way in to help drainage. That's just what I do. Also, do you know what variety it is? Some like gratus and ferox do not like full sun and they will yellow in it. Others are welcome to give more 'expert' advice :)

You may not have enough summer heat to its liking. I would repot it into a somewhat bigger container with excellent draining soil (I work some orchid media into their soil mix, some coarse sand, and perlite). You can try feeding it, then put in your hottest outdoor position. Against a south-facing wall, etc. I have several larger Sagos. Some had cold damage issues to a greater or lesser extent after the winter from he//. They have since defoliated, now hoping for a second flush of leaves.
