Should I Cut Healthy, Mature Norway Maple?

Hi,

I live in a townhouse with a small front yard. I have a mature Norway maple that's probably around 30-40 years old. I love the shade it provides in summer but it's really a nuisance. We can't keep the grass or shrubs alive near the house. Shrubs are required by our HOA, as well as having a tree in the yard. Birds nest in the tree and as a result I frequently spend a lot of time cleaning off my car due to bird waste (I do love birds though!). We have spent so much time and money on a set of shrubs that have since died and endlessly on grass (sod, seed, water). Since purchasing the home four years ago, I'm really considering cutting it down so we can get some shrubs to grow and to plant a new tree. But, I'm really torn about it. The maple has such an extensive root system and I fear it's also starting to kill a mature azalea as well. Should I just go for it and cut?
