Personally, I find it important to fence any areas I want to keep my dog out of, especially the vegetable garden. I use quite a low fence that my dog absolutely can get over (she's about 70lbs and could easily jump anything but a 6ft fence if she put her mind to it) but it is enough to be a deterrent to let her know that she's not supposed to be in there. If you want to keep using the vegetable garden space, I would make a walk way around all sides of the boxes for access. And then I would put a nice fence around it with a gate for access. Essentially creating a garden space kind of like this where it's fenced off, but once inside you can fully access the raised beds to care for them. You could use something quite low if it's sufficient to keep kids and dogs out. I have something about the height of the last fence and I don't have a gate. But it's a bit annoying to climb over it each time I need to get in and out of the garden.

I would seriously consider axing the peninsula, to increase circulation around the table. If you feel that's really critical, then do a bench against the window only. That way the people packed onto the bench can get off from either end. And you can remove the end seats when you need to have dining-side access to the peninsula for serving. Consider using a fairly wide table, so you can seat two people at the shorter ends, and place fewer people on the bench. Hard to say without dimensions, but it also looks like you could have more comfortable seating and circulation by rotating the table 90 degrees. What are the traffic paths--what rooms connect to each doorway there?

The dining set is taking up all the space in this room. Put in under the chandelier where it belongs. Place the TV on a stand on the wall to the right of the fireplace. It should be easy at that point to have a seating arrangement facing both the fireplace and the TV to enjoy both at once. The center of the TV should be a few inches higher than eye level when seated. Bring the sectional back in and have one side face the door and one side face the TV wall. Yes you will have to walk around it but so what? It's not like anyone has to go in and out that door constantly all day long.
