Best way to sound-insulate an existing floor/ceiling?

Alfonse Gitlow

Has anyone got suggestions on how best to sound-insulate an existing floor/ceiling? This is a simple construction with wood floors, drywall ceilings, joists, and little else. Footsteps, conversations, and TVs/stereos are heard easily.

I'm considering either (1) cellulose insulation blown in above the drywall or (2) an extra layer or drywall, attached by Green Glue. Or maybe both, but I'd like to keep costs down. Any suggestions?
