Non-lawn low-maintenance ground cover for Pacific Northwest?

We have 2.5 acres and according to the HOA it needs to be "fully landscaped." We're on well water though and are also limited to 1 acre of irrigated lawn. I'd love recommendations on other options for groundcover.

So far we're planning on a dry creekbed around and through our circular drive in front, a big lawn in the back, a "woodsy" area with hillocks and bark chips for the kids to play and camp in, a garden, an area for fruit trees, space for a trampoline and a swing set... but that still leaves lots of ground to cover so to speak. :)

What hardy/native/low-maintenance plants could we look at to fill in a large area?
