How do we get proper pitch on patio capping level retaining wall?

We're installing a low retaining wall and concrete-paver patio extending from the back of our house with a 2% pitch (4.5" over 18'). The retaining wall runs perpendicular to the house (aligned with the side of the house) and we plan for the end of the patio to cap the retaining wall. When the top of the retaining wall is level as it extends away from the house, how do we make sure the pavers have the necessary 2% pitch? Does the top row of pavers need to be cut so that the top of the wall tapers down at the right pitch (4/5" lower at one end of the wall than the other), or are there other ways to get the necessary pitch while keeping the top of the retaining wall level?
