Drywall "bubbles"

Okay, please bear with me. I am far from knowledgeable in this area. Our home is relatively new (less than a year) and we are starting to see some patches in the ceiling and walls where drywall seams, etc are popping up. Normally we'd depend on the home warranty but our builder has claimed bankruptcy and is "unreachable". We'll leave it at that. Here's my question: can I simply sand and retexture/ paint these areas? When some minor (kid-related) damage was done to one of our walls I was able to match the orange peel texture really well to the original and patch it up fairly seamlessly. I know the ideal with drywall issues would be to remud/tape or whatever but since that is out of my wheelhouse and budget at this point could I get away with a cosmetic repair as described above?
