Staircase bookshelves - what width do I need?

I'm UK-based and have recently moved into a circa 1906 property. I am thinking of putting a staircase bookshelf in to 1. create a feature wall of this bland passage space, and 2. lose the boxes of books I refuse to get rid of. My staircase is closed, with a run of 13 risers, then a 90 degree angle to the right to access the landing. I've checked bulding regs online and it says 900mm is minimum width between handrails (or in my case, handrail and opposite wall). I've just measured and my flight is 882mm - am I right on the minimum width I've seen, or do standards differ for older houses?

(I'm scared to ring Building Control at the council in case they tell me that I need to rip the stairs out and have them built wider!
