I hope you havent made a mistake on calling the health dept. If I was to do that my landlord would be really P.O'd and would find ways to throw me out. You should have viewed the apartment before you moved in, my landlord is #1 Slumlord. Right now I'm also dealing with mold that he tells me to clean it with bleach. I have had worse than him in the past. You may just want to start looking for another place.

For urine stains I swear by Oxiclean. You don't have to soak your matress. You mix it with hot water to dissolve and put it on the stain with a wet sponge. This will get rid of the smell and the stain. Then take a dry towel to soak it up and rinse with plain water to make sure you don't leave any residue to attract more stains. Soak up the water and let dry. If you want to borrow the Green Machine you can use that to soak up the water. It would make the drying time shorter. I have used my hose attachment on my steam cleaner. I also have a pillow top that had more than it's share of stains. The kids think it is the best place to play because our bedroom is the only one downstairs. LOL.

I've had similar situations with my dog (due to incontinence from medical problems). I have a microfibre couch, and the instructions say not to use anything on it. But I just had to, because of the stink of urine and the stain. Anyway, I use Nature's Miracle for any type of dog stain (urine, saliva..), and the couch still looks like new. Why don't you test the Nature's Miracle on a spot on the chair (or ottoman) that doesn't show and see what happens? Good luck!
