Meidiland GroundCover Roses

I've had white Meidiland Groundcover roses planted in window boxes for about a month. I started with 3 bare root. 2 are growing and blooming very nice but the other is growing very slow even though it's in the same light, same water, fertilizer and space. Also, some of the buds and blooms grow out brown. I know once they age or done blooming they fade but some of the buds are brown before they bloom. I spray with an organic fungicide and insecticide every 7-14 days for preventive measures. I also have a thin layer of mulch and water pellets in each container but the browning started before I added those items. That's on all 3 rose plants that are in different containers. I deadhead every week but once a new bud starts, it is some are brown instead of white.

My questions are

Why is one of my plants growing very slow and what can I do to have it grow at the same rate as the others?

Why are my buds turning brown before blooming?
