How do I attach virginia creeper to a cedar fence?

I have 36 Virginia Creepers planted this spring along a cedar wood fence. While some are putting out attachment pads, there are many fast growing runners that are 1-2 feet long now, but they just flop over away from the fence, or slip between a slat to the rear side where I don't want them.

I can't use staples because it will severely harm the soft flesh of the vine, and there is nothing to wrap a tie around. Also, I am a little clumsy, which means if I try to use a "U" shaped staple, half the time I'll miss and hammer-kill the runner.

These attachment thingies just need to last long enough for the runners to produce attachment pads (and I have no idea how long that might be).
