Need help - acer griseum with dying/weak new growth

Hi. I was traveling for 10 days and upon my return I noticed that the new paperbark maple that I planted last fall is showing significant distress with its new growth. Nearly all growth leaders on the major branches have died and other new branches have pale/weak new growth. Of note, this tree was the last tree on my yard to break dormancy in late April (I live in southern Connecticut). I'm a new gardener and your help would be highly appreciated. My questions are twofold: i) What's causing the distress, and how can I remedy? ii) Would the die-backs have a major impact on the development and final appearance of the tree? The tree is approximately 5ft tall and is located close to the entrance of my house and would be a focal point once it matures. Would you recommend replanting a new acer griseum? Thank you.
