I can't really tell if it's rotting, but it's definitely lacking light. Your little friend does not look happy.

If this were mine I would take it out and get all the old soil off. Inspect the roots and check for rot. When you potted this up did you take all the old soil off or did you just leave the old soil on. For me I think it's very important to get all that old soil off when you first repot. For a couple reasons. One you can't inspect the roots properly. Two the soil that usually comes with the plant is not good. It's very peaty. Peat is no bueno for succulents in the long run;). Can retain moisture. On the other hand once peat dries out it becomes like concrete. It's like trying to saturate styrofoam with water. Doesn't work.

If the plant looks ok then repot. From what I can see it doesn't look rotten. Just needs more light. Start to acclimate your Echeveria to more light slowly. It will burn if this is done too quickly. Goodluck:).

thank you for the reply! When i got it i did not take the dirt off at all, i took your advice and took it out and the dirt around the root is very tough. is there an easier way to get the dirt off and inspect the roots? im so nervous im gonna hurt it with the dirt being so hard!

What I do is I use water. I know this will sound crazy, but it works:). If you have a hose you can use that. If you don't have a hose you can use the faucet at the sink. Just make sure you catch the soil. You don't wanna have a backup in your pipes:). You don't have to be super careful with most Echeverias they're pretty sturdy. I mean don't man handle, but If you break off a couple baby roots that's ok. That soil is most likely rock hard so it's gonna take some work to get it off. TBH I usually just blast that rock hard soil off with the hose attachment;). Once the soil is rinsed off let the plant dry out for a day. In a dry shady spot. Then repot:). Don't water for a week after repotting.

okay awesome, as far as a dry shady spot is somewhere indoors still good? i live in an apartment so the sunlight is something ive been having some problems with. i got some lightbulbs that are supposed to help but i dont know what lamp i need for them to work properly. my soil is cactus and citrus fast draining potting mix that i added some perlite to. (:

Yep indoors is fine. In a bright room away from a window is good. Ya from what I can see your mix look fine. I think your Echeveria had two problems: not enough light, and the rock hard soil wasn't allowing the roots to do their job. Which is absorbing water properly:).

okay i just did and and seperated as much dirt as i could. i hope its good enough! do you think i should put it on a couple paper towels or maybe in a little perlite to help it dry over night?

also does it have to be away from a window?

Just as your plant dries out for that day keep away from a window because the sun may fry the roots:).
