For forsythia, what does "cut to ground" really mean?

I have a row of evenly spaced forsythia that are all doing well except one. Last year it just exploded in growth and then promptly dried up and greyed. When I scrape off some stem it's still green underneath, so I've cut it down to about 3 inches, but is that enough. Does "cut it down to the ground" literally mean the ground? So far it hasn't really done anything, and this was a month ago while his buddies are all still growing fine. Am I supposed to do anything different for the one I've cut?
