What does the packed for date really mean?

I was buying some seed the other day at Armstrong nursery, and asked the clerk if they had any year old seed they were selling cheap. She said no, they send seed they didn't sell by the end of the year back to the vendor. But what does the vendor do with the returned old seed? Do they throw it away, or do they test it for germination rate and if acceptable repackage it and sell it again with a new packed for date, or do they sell it to other seed companies with not as high standards for them to repackage and resell, or send it as is to discounters like dollar stores, or mix it with a little fresh seed to bring the germination rate up to standards and repackage with a later packed for date, or what? I know I have had seven year old tomato seeds sprout, but at a lower germination rate, so possibly the seed companies are selling seed several years old.
