Grape vine declining after third year – why?

Hello all

I have a three-years in the ground Pione Grapevine. It grew extremely well and very vigorous, I got a couple of bunches of grapes the first year. Second year after thinning I had 40 bunches very large very healthy. Before they could ripen, Beatles suddenly attacked the leaves skeletonizing all of them, causing most of the fruit to drop off, and what was left couldn't ripen. This year, most of the pruned branches are dead, and the new growth is coming from way back on them. And I only see about half a dozen grape bunches forming.

What could've caused this massive decline in such a vigorous healthy vine?

Nearby I noticed some small mouse sized holes in the ground. Is it possible the beetle grubs or some other thing is killing the root system as well?

Very confused ...
