Probably needs some food. 1/4 strength orchid food either sprayed on the leaves or poured into the soil. Once every 2 weeks. Keep the soil moist, never let it dry and switch to distilled or rain water.

Leah, I think frangis are pretty hardy and it is too early for them to loose leaves just yet, mine are still flowering. You can prune at any time, warm weather is better as it does not set them back that much, also taking cuttings is better in summer despite many recommendations to do it in winter. I trimmed my daughter's frangi and as it was flowering put it in wet sand in a nice vase in the house. It was about 2-3 months ago. Once the flowers droped, followed by old flowers it reshot and now has new fresh leaves. I never watered it. I would not bother with transplanting your tree if it is big. Just cut the biggest branch, let it dry for a week or two and replant it where you want it, you do not have to water it in winter, nature will do it for you. By the way don't you think we had lovely rain over the last two days :-).

I am a big fan of loquats, searching for the the varieties that I like and also trying to grow a choice seedling from second generation sweet fruit tree. Hoping to get larger sized fruit. BTW, reducing water after fruit has reached full size, will allow sugars to concentrate and fruit to get sweeter. Small tees can be damaged by freezing temps, but these are resilient trees and the cold forces a slow down of fruit ripening and allows for tastier fruit IMHO. Next year I should be able to do a full comparison of 12 named grafted varieties and several seedlings... time will tell

I will only tell you what we did with ours, here in Oklahoma. First of all the tree was overgrown... too tall for my liking since we have a very small back yard. I had read a book by Ann Ralph, "Grow a Little Fruit Tree". You can Google it if interested. She and several other Nursery people advocate summer pruning to control height. The idea is that if pruned at the summer solstice, about June 21, the tree has used up most of it's winter stores for strong growth. June is the time to prune for height and winter prune to take out all growth that is crowding the center. We now have a four year old peach that is 6' tall and loaded with fruit. It has 4 scaffold limbs that are maxed out at about knee height. If I were doing this again with a younger/smaller (5/8 caliper) tree I would take it down even lower so we could have more fruiting wood within that 6' to 7' height. Another thing to look at would be videos made by Dave Wilson Nursery on this subject. Google "backyard fruit". Hope this will give you some ideas to think about.
