Neighbor's weed invading my beds and lawn. ID and control options?

Hi - we have planted a row of shrubs on the border of our property. There is a very very aggressive ground cover that has covered the area around a couple of them. Can anyone identify and help us with option? The shrubs are only in their second year, so I hope there's something that can be done without harming them. Mulch has done nothing at all to slow it down. It is about 4-5 inches tall, with three separate leaves on each stem. The side leaves are asymmetrical. We are in zone 7 Baltimore suburbs. Thank you for all your help!
