Does exterior paint waterproof bare concrete for side of house?

Hi all,

We have a 1950's house that we've remodeled. We just got to the exterior and decided to lower the grade in the back of the house to have a flatter yard. With the grade lowered, the plastic waterproofing material that was used against the exterior wall of the house was exposed so our contractor simply cut it down to the new grade level (it was heavily frayed and damaged, it must have been quite old) exposing about a foot of the raw concrete of the wall. If I paint this raw concrete to match the stucco above it with Behr exterior primer and paint in one, will this waterproof that wall or should I use Bituthene or similar first, then paint on top? Thanks!
