Help! Norway Spruces Not Happy...

We planted 21 6' to 7' Norway Spruces in spring 2015 (Southwest MN). We've watered 2x per week each spring/summer/fall when there were no rains. The trees were planted inside our existing shelterbelt, but our acreage is on a windy ridge and open to the South with no shelterbelt or wind protection on that side. Nearly all the trees have dropped their needles near the bottoms and look rough on the South-facing sides. The North-facing sides (that have wind protection) all look better.

The nursery we purchased the trees from said this is likely Wind/Sun damage. In your opinion, is this wind or sun damage and if so, is there anything we can do to mitigate it? If so, will there ever be regrowth at the bottoms of the trees? If there's nothing that can be done, would another type of tree have been better suited to the windy conditions of our acreage (such as Black Hills Spruce?)
