New house, lots of tulips, need tips on gardening around them.

We purchased a house last June and I began working in the ample gardens. This spring, I am noticing tulips growing EVERYWHERE, that I did not plant, and are right where I have planned on placing a lot of perennials, annuals, etc.

How do I garden around them? Do I dig them up when I am placing my other plants and just put them right back down? Dig them all up after they flower and move to another area? I am a little stumped here--just want to make sure I do the right thing. I would love to keep them if possible, because they offer early season interest.
