When should I root prune?

Some of my roses are in their third year in the self-watering pot (15") and I plan on root pruning them. I can see some roots already growing on top if the soil. All my roses are actively growing with buds. I defoliated and pruned them in early february but didn't root prune because of the intermittent rain. I worried that they would have root rot if they are root pruned and then subjected to constant rain. It does rain still so I really don't know when to proceed. There is really no winter here and summer is mild. Right now, midday temperature is just 57 F. My roses have some blooms even in December (when it starts raining again). Highest temperature (around 73 F) is reached around October.

Please advise me on when to do root pruning. Your input is greatly appreciated! Thanks!
