Apple Tree Pruning - is it ok to do it now in Georgia?

We are having an early spring, with temps in the 70's, and things are starting to bud. I just bought a new house, and the neighbor told me the tree out front has green apples that had black spots last year. It looks like it's never been trimmed, so I am sure the black spots were fungus from everything laying all over itself.

I was thinking that I need to prune the cross growers, and all the small branches that are rubbing other branches. Also, probably need to get rid of the new growth that is growing straight up through the middle (maybe 6-8 foot long branches that go straight up).

Some of the branches look like they are just budding. Is it too late to prune?
