Weird growth on plum tree trunk

There is this weird brown growth that feels almost like Styrofoam on the base of my young elephant heart plum trunk. I don't know what it is, but might be why it was not vigorous at all last year. It is protruding from underneath the bark and is soft to the touch. Can this tree be saved or is it not worth the trouble?

Closer inspection and I found that there are a lot of ants in the soil of the pot. Doing some research it seems that people generally say that they are okay and don't harm the plants? I know there are plenty of ants in my potted roses and they are still very healthy.
