Ok, don't take this too badly!....

It's in an entirely wrong pot, it must have drainage at least one hole and I suspect this has none? Regular plastic is just fine and have adequate holes. Stand in a saucer and don't let plant sit in run off, ever.

The soil mix looks very peaty, it needs a fast draining gritty mix. Adding 50 perlite to a bagged c/s mix is the very basic to use. Other more sophisticated blends are easy to make using grit, pumice etc, but the above is quite adequate.

Its an echeveria of some kind and, as you realise, is a succulent. They store water in their leaves so don't need nice wet soil. Yes they need water, but it should drain out instantly and not leave the mix as it is above.

The plant has rotted, it may not have any roots so needs unpotting asap. Leave to dry out on kitchen paper as the soil looks claggy and soaked. Whether it can be saved I dont know but it doesn't look good. The top portion could be severed, calloused over and rerooted in better mix and pot. I'll leave that for someone else's comments.

It should be a tight rosette, it's now etiolated/ stretched for lack of light, (sun or lightbulb as its winter in most parts) it won't revert to that style, only new growths could be compact.

I don't grow these, but I do know how they grow, so hope my thoughts may help. Whether this particular plant will pull through from this, I don't know, but my guess is not. Unless it regrows a better top which can then be cut and grown as a separate plant.....? That will depend on what's underground and if it has the strength to regenerate its upper parts. Gill has given you excellent advice. You have a sick little plant on your hands. Time to take him out of that mug. Get a little pot with holes and I mean little succulents don't like to swim in soil. If it were mine I would take the bottom leaves off first. You may be able to get roots off of those. You could just lay them out on top of that soil mix Gill had given the recipe for. No water for the leaves while your waiting for roots. I'm not totally sure if roots will happen considering the state they are in. Now check the root part of your plant if it's soft and mushy you need to cut up the stem till you hit good flesh. Then I would just lay the plant on its side on your new soil mix and wait and see. No need to water unless you see roots. Like I said roots may or may not happen, but this is all a learning lesson. Good luck:)

It's really going to take some time and patience to recover it to it's full healthy state but it looks possible.

Two things...One, 'wet' is not 'nice' for succulents. The need proper drainage so a pot with drainage holes and a quick drying medium/soil is a must. Only water if the soil looks very dry.

Two, it needs bright light. If you're placing it indoors, make sure it's right next to a window that receives full sun all day, not a few feet away from the window.

If it's mushy below when you unpot it, cut off the mushy part with a sharp knife then leave the top part at a dry place for a few days then stick it in the new pot (with new mix) and let it regrow roots.

it'll probably take around half a year to regrow back.

Short answer: repot it in a pot with holes, use new cactus soil, put it at a bright sunny spot and forget about it for a few months but check once in a while to water only when the soil looks completely dry.
