I don't mulch my garlic, but I'm a bit warmer than you. A few winters back we had six feet of snow in the first half of winter, then a thaw that melted all of it and that was followed by another six feet of snow the rest of the winter. My garlic never missed a beat.

Michigan has been crazy too. 56F on Jan. 21, which has to be a record, and nine days of temperatures exceeding 40F. today it was 45F. Everything has thawed. I did get to pick collards and carrots (lots of them, to last me a month), but freezing weather (still very mild, 30/20 max/min) is just around the corner.

My winter seedlings started bolting before I even transplanted them into the raised beds. I just gave up on this "winter" season at that point.

It is insane that people still deny climate change. I fear the abnormal amounts of snow in CA will now give them more ammo to deny reality.

I have lettuce still alive in my garden.

The last couple of winters here have been unpredictable with wild temperature swings and lack of the typical winter-long snow cover. My mulched garlic has been just fine, so I'd not worry about yours if you've got a good layer of mulch. Mine is in the ground, not raised beds, to limit soil temperature swings. I do have a friend who had difficulty with garlic in raised beds but has been successful since planting in the ground.
